If you arrive at Rose Square after 10:00 AM on a snowy day, you’ll find Cliff collapsed on the ground. Talk to him, and you’ll pick up a photograph he had been looking at.

Cliff will then be taken to the Clinic, where the Doctor treats him and asks everyone else to leave.
